yes that can happen if the group creator forgets to add group administrators. Only the group administrators can edit a group. We recommend to add the admin group as a group administrator for every group. This is described in the follwoing admin article:

To solve you problem you can now either aks the creator to add the admin group as a group administrator or you can use the Group-Admin-Matrix to to put the admin group as a group administrator for every group. Following this link, you will find a description for how to work with the matrix:
